The table below indicates how the spectrums may be made available to small wireless companies that can not bid on their own capital basis.

If the spectrum auction sells to the large corporations which in turn resell to the small caps, what happens? Isn't there another cost layer intervening between the auction price to the end user? At least MCOM does not have to enter this type of spectrum manipulation.

Nine of the top 15 bidders in an auction for wireless spectrum are entrepreneurs backed by big cellular carriers -- despite rules aimed at having small players compete in the market independently.
