Maybe the operative word there is "much."

But your conclusion makes sense. One finds when studying telco outside plant facilities engineering that a relatively constant set of characteristics, as much as possible, was achieved from one metallic facility type to the next, by design. By manipulating the number of twists per foot and the types of dielectrics and sheathing used, they were able to control inductive and capacitive traits to offset the differences in resistance in each gauge, hence controlling the phase- and phase shift- characteristics to a fairly uniform, albeit slightly off, level. In this way they were able to preserve a predictable level of performance, irrespective of what facility type was used. While not identical from one to the next, they are close enough for telco work ;-)

Asside from the gauges that he cites, does Chen also happen to give any other numerical descriptors for those cables? Curious.
