I guess the shorters do believe that the company is going bust. Also I think there is a very interesting tax ramification which someone else could verify as I am not a shortseller. but my understanding is that normally on a short sale buying it back triggers a tax event and hence short income taxes must be paid but if the stock becomes worthless it never has to be repurchased and there is no tax event.
