You buy options/futures on the Euro vs dollar. Philly, or others.

Three ways:

1) spot market: If in the US, buy euros or some other currency. Since you are in Canada, you would simply sell USD to buy CAD.

2) futures market: Short the Dollar Index futures or sell the call options/buy puts.

3) other instruments: buy shares in non-US firms using USD, buy EUN/WS (trades on AMEX) using USD, precious metals- physical or miner shares
