Cambodian refugees in North Vietnam were trained and sent back into Cambodia as insurgents. Ho Chi Minh was reported to be absolutely horrified by the practical genocide in Cambodia. Coupled with border skirmishes, this led to the invasion of Cambodia by Vietnam in 1978 and the installation of a Vietnamese puppet government in Cambodia in 1979.
