Also, since they have a municipal utility, they can buy power from Hoover Dam for pennies/kwhr and resell into the California grid for profit. However, I think that the feds are putting an end to that soon.

yeah the investor-owned utils (non- munis) were forced by the govt to sell their plants - crazy. So now they are at the mercy of the generators, some of whom are regulated, and some of whom are not.

The calif govt's version of deregulation is not deregulation at all. It's a screwed up mish-mash of sliced up stuff, and the Enrons of the world that came in to offer competitive free-market power to users soon found out it is a losing proposition so they pulled out. The consumer in california loses.

Plus the envrironmental folks want to shut down the hydro plants to save the rivers. (hydro is by far the cleanest source of elec power- beats solar by 3 country miles.) And they don't want any new power plants built, even natural gas plants. So guess what? power is scarce, and prices skyrocket.
