Was he under oath? Was it personal? Did it have to do with the maintenance of secrecy? Look, I have no reason to defend Nixon on this, except to point out that raisons d'etat, especially in matters of national security, constitute a unique mitigation for dishonesty.........

Coming from a President, that is either incredibly stupid or a lie itself. There are times when a President had better lie in public. The lives of other Americans can depend on that.

Oh, and Nixon's statement: Was he under oath? No. So it wasn't perjury.
