imagine if 20% of all Social Security taxes had been turned over to naive investors for the past year.

So we have one down year in the last 10 (last 15?) and the scheme is a bad idea, but "investing" the money in government IOUs (loans to itself, there is no real return, I could loan myself money and say that I am paying 25% interest on it would that make it a good investment?), is of course a wonderful idea.
