The county is soley responsible. Not the state. indeed: “Last year, the Chicago Board of Election Commissioners toyed with buying touch screens and solicited bids for a citywide system. The bids came in around $55 million, compared with $13 million the city paid for its punch card system." (Chigago Trib) Cook County Clerk David Orr was looking into this in 1995 but has done nothing. Nor is there any law preventing the county from doing what they need or needed to do. In short the Illinois senate prevented nothing. Democrats disenfranchising democrats.
