I was trying to make the point that with the increase in tests, we will get better. Complex software and hardware systems need more trials when the problems are not well understood. Each trial is like basketball practice. You need to have attempts to get good at it. Each attempt makes the chances of subsequent attempts being successful better. One of the problems with Clinton's desire is the really limited number of tests. That was done to save money on the face but, I think it was yet another attempt to make the program fail. 17 attempts are not nearly enough unless, we either have very good experience (and past testing shows that we have some idea but, not evidentally good enough) or the theory is very detailed and close to be throughly complete. From the results, most of the system works. The hard part is the tuning of the system to accurately hit the desired target. Evidentally, the tests so far are not enough to obtain the required tuning needed for reliable intercepts.

I wonder how many shots are required for a typical tank crew to gain reliable accuracy? How many rounds for artillery to gain reliable accuracy? So far, the kill vehicle is the major cause for the failures. Since it is a stand-in, this may not be relevent to the actual system. I do not remember when the one that will be eventually used will be ready to be used in these tests. Does anyone know when the actual one could be used in the tests?
