Only in as much as the CNN's and other networks permit them to be... They wouldn't be squat unless the cameras were fixated on their every move. (which reeks of excessive liberal bias in the media).

Bush is playing it smart, I believe. He's going to the black church leaders in order to get his message out. He's going to support the efforts of faith-based organizations, many of them black and hispanic, and get people helping one another rather than going to the government for a hand-out that furthers their dependency.

The welfare system will gradually go to subsidized community directed groups, where accountability can be more closely scrutinized by both those who receive it, and those who give it out. And the logic of this is very sound.

Everyone expects a scandal to break out in a govermental organization and people just go "ho-hum".. But let a church get caught with it's hands in the "cookie jar", and there is hell to pay from the congregation.
