QCOM's H&S appears to be about 108-75, or 33 points, which calls for minimum downside to 52.

Yes, you measure from the neck line to the head and project downward to get the MINIMUM amount of the move. Volume should be larger on the left shoulder then the head and last the right shoulder all in a declining trend but peaking slightly on each hump to be valid.
