I've got news for you....Russia doesn't have the wherewithall to destroy itself, let alone the US. If they were to order a strike, the silos doors probably wouldn't open because they are rusted shut.

Their strategic missile forces have been effected by the economic situation but less then the rest of their military.
Even if not a single bomber or missile sub worked, and only half of their ICBMs would launch and only half of the warheads launched would work they could still cause the effective end to the US as a country. The odds that their nuclear capability is in as bad of shape as the above hypothetical situation are very low. Conventionally perhaps they could not fight their way out of a paper bag, but they could still totally devastate the US with nuclear weapons.
