I agree with you, but I have given up in thinking it will ever be different. As far as the randomly redistribution, that actually bothers me less than most of their redistribution schemes. The trough is always there, the only thing that changes is the butts that stick up...

The original thesis had to do with economic stimulation. If money is used to do it, and it is a valid technique, then I think the random one would be the best. Frankly I think that cutting interest rates is a better technique, the money is hard to get back once it is sent out, rates can always be hiked later.
