Bush is a realist. He knows that he will get his way only as he relates tax cuts to the overall economy. And a rate cut does affect the overall economy as dramatically as a BIG tax cut but without the political fallout.

I agree with you that Bush will have to deliver. We certainly can read his lips about that. But he will deliver in a politically acceptable way. And that way means that he will have to work his tax plans through an evenly divided Senate and a nearly evenly divided House. But, in the end, Bush will prevail because he has to since four years from now is not a long time and he will be running for reelection.
