Yes, roaming charges could be a big consideration.

Of note to this discussion of compatible CDMA cellular service, when I recently received my new data-capable G* phone it was accompanied by a letter that introduced Verizon as G*USA's preferred cellular provider and a booklet giving Verizon contact information by state. No promotion of other cellular service providers.
