Maurice: The Vogan's were also a "Democratic Republic".. The planning charts and demolition orders for the "Hyper-Space by-pass" (or On-Ramp as you call it) (which required the demolition of the planet known as Earth), had been on file for 50 years in the local planning office in Alpha Centuri so the Earth had, unbeknownst to it.... plenty of time to lodge any formal complaints about the demolition orders!! And was therefore far too late to start a complaint about the plans at this late date...(After all, timetables are timetables as the Supreme Court will remind us). It really didn't matter that the Alpha Centuri was 4 light years away form the Planet Earth.. The Democratic principles were upheld.. And since the Earth seemed a bit confused on the whole "Democratic/Voting Process" the Earth's Vote for non-destruciton was simply "Spit out of a Machine" as an "Overvote".. The "Hanging Chad" fell to the floor, and a Vogan Homemaker on "Magratha" simply voted her mind as a "Proxy" for the Earth.. Of course, she voted just after taking quite a beating in the Magrathaian Ladies Republican Bridge Competition....
