I will accept your account, since government accounting is not my "thing" ( my main thing is philosophy, actually, I have just picked up stuff as I went along), and I was relying on the sort of information I showed you. As I said, assuming the continuation of surplus, I am not sure it matters, since Bush intended to dedicate some amount of the surplus to debt retirement. All that is needed is to make sure that redeemed obligations are covered in any given year........
