Hi Daniel - you are absolutely right about the relatively effect of capex spending, in the sense that LU and CIEN --- amongst others who are more aggressive in courting CLECs --- have a better gain, perception and otherwise. It is a moral equivalence of having a noose removed from their neck <G>! However, I think NT will equally benefit, if not more. Remember, NT clientele like T and BTY etc also rely on the bond mkt for buildout. With a better borrowing climate, they can pick the best price performing package for the long haul. I also believe a better capital mkt should allow the smaller CLECs to come to NT, even if the latter may not be as aggressive in providing vendor financing. Ultimately, each client has to decide if the equipment is right for its deployment. When funding is dire, it may have to hold its nose and pick what it can get; OTOH, when there is reasonable source of funding, it really has to acquire the best asset for the long haul!
