Hi Dave - I never buy a small or micro cap unless they have a good balance sheet with enough cash, low debt and solid cash flow to begin with.

The rate cuts and a general economic bounce would make investors more inclined to invest part of their loot in the small cap sector, lifting prices overall.

But stock selection is crucial - find companies you would want to invest in privately if you could based on their business. Usually those plays will pay off in the stock price eventually (i.e. takes patience).
