Unless the government has figured out how to make it rain/snow constantly there is only so much that the BPA can do. It won't be enough. Californians can start bending over and dropping their drawers for the large royal fastener they have created for themselves.

It's a shame that deregulation is going to get a bad rap. Deregulation wasn't the problem. Incompetent government officials was, and still is, the problem.
