Are there precedents in 1929/1990 for such volatility?

Better yet, has there ever been a financial market in modern times where such volatility ends with a relatively smooth return to steady gains? Or, do periods of such volatility inevitably end in a true crash, with appropriate sentiment indicators, and periods of extended basing?

If we do crash, I think one of the set of reforms that will be addressed will be how to decrease volatility.
