flat, those cos may be a good investment -- I don't know. The problem is not really a technical one, but more a regulatory/economic one. Recent orders from the FERC which loosely requires IOUs to treat anyone wanting to use their transmission assets on the same basis as themselves has put a damper on needed investment -- pool arrangements don't seem to provide the necessary incentive either ... basically, investment that doesn't have a very short and sure payback has been forestalled by the uncertainty -- that is a large part of the problem. It's a regulatory problem - technical ability to solve it is already there -- profit motive isn't ...
