We've never had a theft of service or a fraud occur by a black family. One 2 occasions we've had welfare payments sent to the individual for our services. The checks were cashed and no payment for services were ever made. When I contacted the welfare dept in Pittsburgh I asked if this was not considered theft or welfare fraud....the person answering laughed and said "oh yes....this happens all the time." ANd I asked what they do about it. I was told they do "nothing." YOur tax dollars at work. Shootie
