Technology stocks rose in Thursday's aftermarket, gaining back some ground lost in regular trade, after another surprise announcement from the Federal Reserve (news - web sites) that it cut the U.S. discount rate again.

The only surprise is that someone was surprised. This cut was already baked in the cake yesterday, and anyone paying any attention would have heard or seen that this second cut only needed a bank request for it to be granted. This was the only reason that the full half point wasn't included yesterday with the original announcement, although the announcement did make clear that it was going to be granted.
