Blaming the Fed for economic downturns seems to be very popular. There are other forces in the economy outside of interest rates and often those are more responsible for an economic slide than anything within the Fed's control. Sometimes depressions and recessions have to happen in order to wipe out the garbage that has accumulated within a financial/economic system over the years. They are inevitable and are needed so the economy can start over with a clean slate. I hope we don't need one now, but eventually we will, and the Fed won't be able to stop it.
