One consumer group already has said it will fight any plan that lets the utilities refinance the debt with bonds that are paid off by California's homeowners and businesses.

In December 1997, the California Supreme Court refused to hear a petition by a consumer group that tried to invalidate the state's earlier sale of fee-backed bonds on behalf of the utilities.


Only CA utility users get screwed in the end.

(And I guess Grey Davis. He can forget about that shot at the presidency, eh?)
