CHARGED. Adnan Kashoggi, 61, Saudi financier and arms dealer, with obtaining about $64 million in illegal loans from a Thai bank; in Bangkok. Thai police have also frozen shares of his local holdings. Kashoggi's arrest warrant is part of a growing scandal involving the Bangkok Bank of Commerce, which collapsed last year under a mountain of bad loans.
