I do not know how PCCW clocks on the online time. The DSL modem is definitely on all the time, only my PC connection to the modem is off when not in use. My home DSL bill has so far not exceeded the monthly basic charge. They may be clocking the actual interaction time of my PC with their gateway to the greater world. Don’t know. China has been skipping the copper age and is one of the largest installers of fiber. Do not know much about China’s use of wireless local loop for fixed line phones.
