I don't see where any of these proposals addresses the underlying issue, that Californians simply aren't paying what it costs to generate or transport electricity to their state.

I agree that it doesn't address the underlying problem, but for different reasons. State boundaries are "artificial" boundaries where electricity demand, generation and supply are concerned.
