The shortages this winter were partly due to generators taking "maintenance" outages which caused an artificial shortage, and also extremely high natural gas prices caused some generators to sell their gas which they had long-term contracts for, and make more money than if they had generated. But there is definitely a real severe shortage which started during the summer months last year, and will get much worse next summer unless some emergency peaker units get through the local permitting process and get online by summer.
