Pierre,

The mountain rescue people are first rate. They've been sweeping up bike parts and transporting broken bikers to various medical facilities in the area for as long as I can remember going up there. Never an "I told you so" - just competent, efficient emergency help when it's most needed.

Yes. The guy who came off had almost bald tyres (tires) - he said he had been meaning to replace them for ages. He got too close to the dusty edge of the road and lost adhesion. He was lucky that he did not slide into the ditch with large rocks in it. He was injured because the footrest snapped off and there was nothing to protect him from the weight of the bike on top of his leg.

When the sheriff eventually came - he was the last to arrive - I noticed that the emergency services people carefully avoided saying anything about the state of the tyres. It was just as you describe.
