That is exactly the radical situation Don Hays is suggesting. He sees the Fed Discount Rate at 2% within 12 months.

He sees a rally slowly building now due to increased optimism (let's say due to rate cuts), then the third Bear Market phase occurring when people realize that the rate cuts don't seem to be working.
