If someone is trying to manipulate the price by making knowing false statements then it should be, and I believe it is, illegal regardless of the direction of the stock.

If someone is just shorting a stock and explaining their reasons for same, while acknowledging their position, then I see nothing wrong.

Can someone on a thread cause the market to move? If they didn't think so, I doubt they would bother. Particularly those who would bear false witness.
