The amusing thing, and it's easy for me to be amused because it's not my problem, is that California has no control over things that happen in other states - Davis can't order anyone out of state to sell California power - Davis can't set a price for out-of-state power that the out-of-state suppliers don't want to pay. He can order the in-state generators to generate more power - I think that's like Canute ordering the tide to stop.
