There is no rule which says the entire market must crash before we go up again. I think we've already been there and done that. There have been so many panic selling days of late there is just no more selling pressure ammunition left. Tech positions are now either new or longterm just waiting until eventually they can try to get back to even. As for the DOW I don't see it as overvalued. But a lot of that money has been a "flight to quality". If sold it will switch back into techs. Also I believe if there were to be a panic sell-off in techs the Fed would move right away to lower rates again thereby wiping out and neutralizing the effect. Shorts have got to be tired out here and realize they have a very skimpy margin of error. Longs on the other hand can afford to wait because eventually these techs stocks will trade much higher.
