I never said it did. I was referring more to the likes of Intentia.

I disagree that he comments "Quite frequently" on valuation. Particularly in relation to the amount of time spent discussing technology and especially if you're referring to the GTR proper, and not his comments on the message board. The most notable exception that comes to mind was his Aug '98 issue entitled The Chips Are Down. But even then his valuation comments are quite vague and he never refers to standard fundamental or technical valuation metrics like PE, PEG, MACD, etc...

The GTR was never intended to be a market-timing letter. While he freely admits the whole point of the GTR is to help people make money investing in technology. It is left to the readers to apply their own DD. The disclaimer at the end of the report states "...companies appear on this list only for these core competencies, without any judgement of market price or timing."
