I think there is a large population of money managers that are still
equating NT with LU and they do not understand the business differences enough to become more aggressive
and LU is such a basket case. Just my thoughts.

for the same reasons they think that cuts in capex for old voice switching is bad for next generation of optical and packet networks.
I remember when Bell South said in December that capex will be flat and BS is cutting spending for circuit switching
and is shifting money into broadband networks(for example will triple DSL in 2001)
Many were crying that it is bad for vendors.
May be for Lucent......
