Does sound a bit pompous. I doubt there's been much change at all in human 'intelligence' for many centuries. Probably no change in human nature either. There have always been scores of the ignorant and stupid.

Human knowledge, OTOH has no doubt increased tremendously with better communications and educational institutions over the last few centuries.

Intelligence is a very difficult thing to measure. It is inherently biased by the person or persons setting the standards of measurements. If it were possible to handicap a test for current and past levels of knowledge, age and education, etc- I would surmise that you would find little difference in 'intelligence' between the population of 200 years ago and today.
