One problem with deregulation is that they only deregulated the price the power companies pay for electricity, not the price the consumers pay. Not really...Like I've said before this is a complicated story. PGE's separate trading desk (and other desks) make out like a bandit when the price caps were artificially "high" (before the last half of 2000.) It favored the utes and generators over consumers. Most CA users would insist they were getting gouged. Message 15149003 Many people keep missing this...It cut both ways.
