In the Pac Bell region, the basic charge is overshadowed by all the taxes and other FCC mandated "fees". The ILECs are a cash cow for all the taxing authorities. The biggest cost factor in ILEC delivery is the long depreciation schedules on the Class 5's and the huge service bills to keep the software and hardware running. But for business lines, the per minute usage charges represent the real gold mine even at 1 cent a minute. The long term recurring revenue streams that ILECs own is a business model that is out of fashion but in my opinion is the most ideal one possible in any business climate.
