Prison Escape Report to Blame Guards, But Others Cite Texas Legislature Jan. 11 — An internal investigation blames mistakes by prison guards for the escape of the "Texas Seven," but corrections officials say state lawmakers are really at fault because they failed to address chronic staffing shortages at the facility. The real blame goes to former governor G.W.Bush who rallied for more prisons and at the same time a tax cut so the state could not finance the prison operation. TP
