I lived 8 and a half years in West Africa. They can have that stuff you tell in your posting, but they crave for the same type of infrastructure me and you are accostumed to. If they don't have it, it is because they don't have market economies. They want stateowned enterprises. They have to open up their economies. But they don't because that would mean the end of their kleptocracies.
