Eric,

"Spotted owls" are a mechanism to control development. Many times the Endangered Species Act has been the only way to control senseless encroachment into the wilderness.

Boulder County has bought lots of open space, to provide insurance against the Silicon Valley syndrome. It is a very wealthy County and can afford to do that. Most places don't have that kind of money.

What if the government creates large swaths of uninhabited land and then won't let anyone visit it? Although I suppose that our politicians would need to visit in discharge of their duties.
