**OT** And what business planning would that be? Build more plants that the CPUC historically does not allow you to collect your investment? Right!

The CPUC has continually crushed PG&E and Edisons requests for more money to upgrade facilities including transmission lines, gas transmission lines, power plants, etc. All in the name of keeping consumer costs down. The CPUC's short sighted mentality has brought this whole thing on.
