It is not a company and it has thousands of sites. There is no way a web based infrastructure would work efficiently over the WAN links present. The cost of the licences is really a minor issue compared to all the other costs involved. The NT systems are upgraded to C2 security and Linux just is not secure enough. Anyway, the process to decide to use NT was completed before my company was involved in the project. I am just working on the architectural design to their spec with their chosen products.
