I agree. If they really paid off all the government debt there wouldn't be any money anymore. Australia has been talking about the government having to invest in foreign bonds in order to maintain a government debt market in Australia. That's the only way you can pay off the debt entirely is for the government to buy another country's bonds for the value of the outstanding debt. Unless you want a gold standard or something. But that could be very deflationary.
