A mais avançada tecnologia de identificação pessoal disponível no mercado, utilizada pelo Federal Bureau of Information (FBI), acaba de entrar em operação no Brasil. 0 pioneiro na implantação do sistema é a Secretaria de Segurança Pública do Tocantins, que investiu R$ 1 milhão numa solução de identificação civil e criminal inteligente ainda inédita na América do Sul.À primeira vista, é como se o hardware e o software usados pela polícia civil do Tocantins para a captura, tratamento, armazenamento e transmissão de imagens e dados tivessem saído direto dos thrillers de espionagem americano do estilo "Dossiê Pelicano" (Joel Schumacker) ou "Inimigo do Estado" (Tony Scott), tal a agilidade e o alto grau de confiabilidade do sistema.Ele não só permite a inclusão e o armazenamento de dados cadastrais do indivíduo -como fazem todos os demais sistemas informatizados -, mas traz também a grande novidade que é a captura de imagens (rosto, sinais característicos) através de cámera de vídeo e a coleta de impressões de digitais dos dedos através de scanner (classificação automática)."A grande vantagem é que o sistema inibe a falsificação de docurnentos", avalia o coordenador de Planejamento e Informática da Secretaria de Segurança do Tocantins, Abizair Paniago. A tecnologia dispensa o uso da fotografia de papel nas carteiras e fichas de identificação, um elemento facilitador de fraude, e elimina a inconveniência de sujar os dedos para a coleta das impressões digitais.O pacote de identificação inteligente foi adquirido da empresa de manipulação de dados e imagens eletrônicas Compuletra, de Porto Alegre (RS), que trabalha em parceria com a americana Identicator de Washington D.C., braço da Identix, especialista em tecnologia de biometria. No Brasil, esse sistema também é vendido pela IBM do Brasil e pela Unissex.Segundo o diretor-presidente da Compuletra Jaime Bergmann Scalco, a diferença entre a solução vendida por sua empresa e a dos concorrentes está na versatilidade, na customização e no custo. "A mesma solução que vendemos por R$ 100 mil é vendida pelos concorrentes por R$ 200 mil ou R$ 300 mil".No rastro da experiência bem-sucedida do Tocantins, outros dois estados, o Paraná e o Piauí, já estão adquirindo a tecnologia da Compuletra para modernizar seus sistemas. 0 Paraná adquiriu parte do sistema, apenas para a área de cadastro criminal, e o Piauí está interessado no pacote completo, com os cadastros civil e criminal.
A eficiência e economia de tempo na busca de arquivos policiais figura como outra vantagem do sistema. Em cinco meses de operação, o Tocantins tem resolvido, em questão de horas, problemas que levariam meses pelo antigo sistema de busca manual. Um exemplo aconteceu em fevereiro, quando a polícia identificou e prendeu em duas horas um foragido da polícia paulista. que vinha tentando aplicar golpes contra viúvas que procuravam financiamento imobiliário na agência centro da Caixa Econômica Federal, em Palmas (TO).
"Se não fosse essa tecnologia, que identifica na tela não só os dados textuais como também o rosto e as dez digitais scaneadas; do suspeito, nós levaríamos entre 30 e 60 dias entre a denúncia e o recolhimento do criminoso. É uma revolução para a polícia", diz, encantado, o secretário de Segurança Athos Costa de Faria.
