Ahhh, the voice of reason finally rears its ugly head. That doesn't mean you're ugly. To quote from a recent press report on this tangled mess, "A state law that deregulated the state’s electricity markets [in 1996] imposed a rate freeze until 2002, preventing utilities from passing onto consumers the high costs for power. The utilities have racked up billions of dollars in debt as a result." As usual, just shoot the messenger.
