Negotiators appear close to hammering out a deal for the California utility cos. - looks like they will cap wholesale prices at 5 1/2 cents per kilowatt hour, even though the price is expected to drop well below that - to allow them to recoup their losses. FWIW, I don't really expect them to go belly-up, they have the upper hand in the negotiations - the alternative of no electricity is really unthinkable. Once a deal is brokered, won't there be a rally?
